This is solving of this problem (directly from TI):
TI-89, TI-89 Titanium and Voyage 200.
Computer-Calculator
To transfer an Operating system from your computer, you need a USB/Graph Link cable and the program TI-Connect. You can download the latest version of TI-Connect from this link: http://education.ti.com/us/product/accesso...n/download.html
If you have a USB cable please make sure that it is not connected to your computer during the installation of TI-Connect.
Download the latest OS from our webpage:

The calculator has to show the message "Waiting to receive.........please install software now". If the message disappears can you provoke it again by taking out one battery and put it back again while holding the APPS-key. The message will change to "Press I to install....". Press I without pressing [alpha] and you will have the message "Waiting to receive.........please install software now" again.
you can repeat this procedure as many times as needed.
Select on your computer START / PROGRAMS / TI-TOOLS / TI-Connect / TI-OS-Down loader.
Follow the instructions in TI-OS Down loader until you have the message "Start Download".
Make sure that the calculator show "Waiting to receive.........please install software now" and press "Start Download" as soon as possible.

If this doesn't work there could be an issue with your connection. Then you have the alternative to transfer the operating system from another calculator. It has to be exactly the same calculator.
Connect the calculators with the unit to unit cable.
Press [2nd] [VAR-LINK] [F3] on the sending calculator.
Use the arrow Keyes to scroll down to "Send OS" and make sure that "Send OS" is marked in black.
Make sure that the calculator still shows "Waiting to receive.........please install software now" . If not -please repeat the procedure with the battery mentioned above.
Press ENTER on the sending calculator.
